Our management team built its expertise through conducting research for and supporting the operations of several federal agencies, including the Centers for Medicare & Medicaid Services (CMS), Department of Justice (DOJ), Office of the Assistant Secretary for Planning and Evaluation (ASPE), Office of the Assistant Secretary for Preparedness and Response (ASPR), Center for Disease Control and Prevention (CDC), Agency for Healthcare Research and Quality (AHRQ), Medicare Payment Advisory Commission (MedPAC), and Food and Drug Administration (FDA).

Andrew Kemple is a co-founder and director at Emendata, LLC. He has directed an extensive portfolio of healthcare research projects that analyze Medicare and Medicaid from the perspectives of program integrity, law enforcement, payment policy, and public health.
IÑAKI ARBELOA
Research Manager
Iñaki Arbeloa is a senior data scientist and operations manager at Emendata, LLC. He specializes in applying data analytics to policy questions and has led research projects with government agencies in areas such as healthcare payment policy and post-acute care.
